약학대학 입학정원 60명 증원?

 

지난 11월 초, 보건복지부와 교육부는 오는 2020년 국내 약학대학(이하 약대) 정원을 60명가량 증원할 예정이라고 발표했다. 약사회와 정부 당국 등에 따르면 보건복지부는 지난 9월 교육부에 2020학년도 보건, 의료 분야 정원 배정 중 약사 60명을 늘려 달라는 요청안을 제출하였다. 증원 계획이 발표된 후, 대한약사회에서는 이에 대해 거부 입장을 취하고 있다. 약학대학 학생으로서 이슈에 대해 정확히 알고 생각해 볼 필요가 있다. 약학대학의 통합 6년제로의 개편과 연관시켜 이에 대해 자세히 알아보도록 하자.




 

왜 보건복지부는 약대 입학정원 60명 증원 요청을 하였을까?

 

보건복지부는 병원 내 의약품 처방과 감염 관리, 환자 안전 조치를 강화하는 차원에서 병원약사의 역할이 중요해졌고 제약, 바이오 기업의 연구개발(R&D) 인력 수요가 증가했기 때문에 약대 정원을 증원해야 한다는 입장이다. 복지부 관계자는 병원 약사 및 제약산업에서의 R&D 인력 수요 증가에 따른 포괄적인 상황을 고려해 약사 증원을 요청했으며, 약대 신설 학교 선정 등의 구체적인 방향은 교육부가 결정할 것이라고 말했다.

 

이러한 보건복지부의 요청에 따라 교육부는 약대 정원 60명을 증원하기로 결정하였고, 60명을 어떻게 배정할지 논의 중이다. (약대 정원은 전적으로 복지부가 결정하며, 교육부는 정원 배정 방식만 정한다.) 기존 약대에 정원을 추가 배정하는 방법과 약대를 신설하는 방법이 존재하지만, 기존 약대에 추가 배정하는 것은 형평성에 이유로 힘든 만큼 약대 신설 쪽으로 결론이 나지 않을까 하는 전망이 우세적이다. 이에 대하여 한국약학교육협의회(이하 약교협) 관계자는 “마치 정원 30명의 2개 대학의 신설을 미리 염두에 둔 것과 같은 정책 발표”라고 지적했다.

 

약대 신설이 가시화되자 그동안 약대 유치에 관심을 기울였던 전북대학교, 제주대학교 등이 신설 약대 유치에 총력을 기울이고 있다는 소식도 있다. 약교협에 따르면 약사 60명을 증원하겠다는 계획이 대학들에게 이미 전달됐다고 밝혔다.


 


 

 

 

이에 부정적 입장을 취하고 있는 대한약사회와 약교협.

 

 

약사 단체인 대한약사회는 인력 수급의 불균형 등을 이유로 거부 입장을 밝히고 있다.

약사회는 중장기적으로 약사 인력이 부족한 상황이 아닌 만큼 복지부의 약대 정원 60명 증원 요청은 철회돼야 한다는 입장이다. 약사회는 이러한 내용이 담긴 반대 의견서를 교육부에 제출하는 등 적극적인 반대 입장을 펼치고 있다. 약교협 역시도 ‘약대 입학정원 증원에 대한 입장문’을 통해 반대의 뜻을 분명히 했다.


약사회 관계자는 “머지않은 시일에 약사 인력이 과잉 될 가능성인 높은 상황에서 약대 정원 증설은 맞지 않는 이야기”라면서 “관련 학계와 단체 의견을 수렴하지 않은 조치 또한 받아들일 수 없다.”라고 말했다. 현재 약사회는 오는 2030년께 약사 공급인력이 수요 인력 보다 4000명 이상 많을 것으로 예상하고 있다.




김대업 대한약사회장 당선자는 정부의 2020년 약대 정원 60명 증원 추진, 2개 약대 신설 정책에 대해 반대 입장을 분명히 하였다. 또한 교육 정상화가 이루어진 뒤에 약대 정원 증원을 원천 재검토할 것을 강력하게 촉구하고 나섰다.

 

김대업 당선자는 2+4 학제로 인해 사교육비 증가, 이공계 황폐화가 발생했고 산업약사보다 개국 약사 비중을 증가시켜 약사인력 수급 불균형이 심화되었으며, 2011년도 정원 30명의 15개 약대를 신설할 당시에도 연구약사, 산업약사의 양성을 내세웠으나 임상약사의 비중 증가 등 편중 현상이 심해졌다고 상황을 설명했다.

 

또한 35개 약학대학이 공동으로 2022년부터 통 6년제로 전환하고자 하는 시점에 2020년부터 2+4 학제의 약학대학 2개를 신설한다면 또 다른 혼란의 불씨가 될 것 또한 불을 보듯 뻔하다고 주장했다


  

신설 약대의 학제 선택 2+4 or 6년제?

 

정원 증원에 따라 약대가 새로 신설될 경우 어떤 학제를 선택할지 고민해야 한다. 현행 2+4년제와 앞으로 도입될 통합 6년제 중에서 선발 방식을 정할 수 있기 때문이다. 2022년부터 약대는 통합 6년제로 학생을 선발할 수 있게 된다. 이는 약대 편입을 위한 이공계 학생 이탈이 가속화되고 약학교육의 기초교육과 전공교육 간 연계성이 약화되는 문제점을 해결하기 위함 이며, 또한 꾸준히 지적되어온 약대 편입을 위해 필요한 PEET(약대 입학 자격시험)의 과도한 사교육비 문제를 해결하기 위함 이다.

 

통합 6년제가 도입됨에 따라 대학들은 기존 2+4년제와 6년제 중 자유롭게 학제를 선택할 수 있다. 그럼에도 6년제 전환과 다름없다는 것이 일반적인 평가다. 약학계열 전반에서 6년제에 대한 지지가 강하기 때문이다. 실제로 전문가들 사이에서도 2+4년제가 장기적으로 완전히 모습을 감추고 전국 약대가 6년제를 채택할 것이라는 관측이 우세하다.

  

통학6년제 선택의 변수 ‘4대요건’

 

 

그럼에도 변수가 없는 것은 아니다. 대학 입장에서 대학 설립 운영규정의 4대 요건이 6년제 추진을 가로막을 수 있다는 지적이 제기된다. 약대가 6년제를 선택하기 위해서는 교원, 교지, 교사, 수익용 기본재산의 4대 요건을 충족해야만 하기 때문이다. 요건을 충족하지 못한 약대는 6년제 선택이 불가능하다. 약대를 신설하고자 하는 대학들은 미리 대비할 수는 있겠지만 비용에 대한 문제로부터 완전히 자유로울 수는 없다. 기존 약대 역시도 요건을 충족하지 못한다면 2+4년제에 머물러 있어야 한다.

 

4대 요건은 늘어난 학생 수로 인해 발생하는 문제다. 2+4년제는 타 전공에서 2년을 마치고 학생들이 약대로 입학한다. 약대에서 행해지는 교육은 4년이기 때문에 재학생 수가 4년간의 입학생 규모와 엇비슷하다. 반면 통합 6년제는 6년의 교육이 모두 약대에서 이뤄지기에 재학생이 1.5배 늘어나 문제가 발생하는 것이다.

 

대학 설립 운영규정은 대학 계열마다 각기 다른 요건을 충족하도록 규정하고 있다. 교원 1인당 학생 수, 학생 1인당 교사/교지 면적 등이 일정 수준 이상 갖춰져야 한다. 정원이 늘어날수록 요건의 충족 수준이 높아질 수밖에 없는 구조다. 자연과학계열로 분류되는 약대는 전임교원 1인당 학생 수가 20명을 넘을 수 없다. 기존 2+4년제 시절 해당 기준을 아슬아슬하게 충족했던 곳은 신규 교원 임용 등을 통해 요건을 충족시켜야만 6년제를 선택할 수 있다. 교사/교지와 수익용 기본재산도 마찬가지다.

 

또 다른 변수는 ‘정원’이다. 학생 수가 1.5배 늘어난다는 말은 편제정원도 그만큼 늘어나야 한다는 말이기 때문이다. 6년제 선택의 기회가 생긴 것이지 그에 따른 편제정원 증가까지 이뤄지는 것은 아닌 만큼 대학 자체적으로 정원을 일부 조정해야 6년제를 선택할 수 있다.








Increase enrollment in pharmacy college?


In early this November, the Ministry of Health and Welfare and the Ministry of Education announced the plans to increase the number of students in pharmacy universities by 60 until 2020. According to the pharmaceutical association and government authorities, the Ministry of Health and Welfare submitted a request to the Ministry of Education in this September to increase the number of pharmacists by 60 for the class of 2020 in the health and medical field. After the announcement of the plan of increasing the number of pharmacy students, the Korean Pharmacists Association is taking opposite position and against the plan. As a pharmacy student, it is important to know clearly about the issue. Let's take a closer look at this matter in relation with the reorganization of the 6-year pharmacy school.


  



Why had The Ministry of Health and Welfare Asked for the Increase?


The Ministry of Health and Welfare has emphasized the role of hospital pharmacists in strengthening prescription, infection control and patient safety measures in hospitals. Also demand for R&D manpower of pharmaceutical companies and biotechnology companies should increase, arguing the necessity of increasing yearly admission number of pharmaceutical students.

The Ministry of Health and Welfare said, "We have asked for the increase in number of pharmacists in consideration of the comprehensive situation regarding the increased demand in R & D,” and “Ministry of Education will decide specific directions on where to establish a new pharmacy university."

 

At the request of the Ministry of Health and Welfare, the Ministry of Education has decided to increase the admission number by 60 students and will discuss how to allocate 60 students. (The Ministry of Health and Welfare determines total number of pharmacy students while The Ministry of Education only intervene in method of allocating the number). There are two possible choice of method in allocating additional quota. First one would be to increase quota of existing pharmacy school and second is to find university to establish new pharmacy school. As it is difficult to equally allocate additional students to existing pharmacy universities, the method of a establishing new pharmacy school is likely to be chosen. Korean Association of Pharmacy Education(KAPE) pointed out, "It is the same policy as having to establish two universities with 30 capacities each already in mind."


There is news that Chonbuk National University and Jeju National University, which had been interested in establishing pharmacy school, have been concentrating their efforts on winning the bids. According to the Korean Association of Pharmacy Education(KAPE), new plan of increasing the number of yearly pharmacists graduates by 60 has been already delivered to universities. 

 


KPA and KAPE Take a Negative Stance.

 

The Korean Pharmaceutical Association(KPA) denies the plan for the reason of the imbalance in the supply and demand of pharmacists in the society.

KPA argue that as the Korean society is not in a mid- to long-term shortage of pharmacists, the request of the Ministry of Health and Welfare to increasing plan should be withdrawn. The KPA is actively opposing to it by submitting a dissenting opinion to the Ministry of Education. The KAPE also clarified the objection through the 'standing statement for the increase of the enrollment in pharmacy school.’


An official of the KPA said, "It is not appropriate to expand the capacity of a pharmacy school in a high situation where the pharmacists are likely to be overcrowded in the near future." "We cannot accept measures that have not taken relevant academic and institutional views." Currently, the KPA expects to supply to exceed by 4,000 pharmacists in 2030 than the demand.



The KPA clarified its opposition to the policy of the government establishing two new pharmacy schools and increasing the number of yearly enrolling students by 60. Additionally KPA emphasized that the normalization of wrong pharmacy school education policy should be given priority before increasing quota is to be discussed.


Kim Daeup, president-elect of KPA, criticized, the 2 + 4 academic year of pharmacy school increased private education expenses and devastated science and engineering majors in universities. Also, increase in proportion of community pharmacists resulted disparity in supply and demand of pharmacists in society. He added an explanation of the situation to his argument that in 2011, 15 new pharmacy schools with 30 students quota each were established with a goal to increase the research pharmacist and industrial pharmacists, but clinical pharmacist preference bias became severe.

Also, the president-elect also pointed out that starting from 2022, 35 pharmacy universities will jointly reorganize their academic affairs from 2+4 to integrated 6 year system, and that if they establish two new 2 + 4 pharmacy school in 2020, it will cause another confusion. 


  

New Pharmacy Schools, 2+4 Years or 6 Years


When new pharmacy schools are established, they should consider the choice of the interdisciplinary system. They can choose between 2 + 4 year systems and 6 year systems. From 2022, the College of Pharmacy will able to select students for a combined 6 year program. This is because the departure of science and engineering students to transfer to pharmacy school increased, and the link between basic and intensive education in pharmacy education is being weakened. Also, the problem of excessive private education expenses for preparing the 'PEET' examination, which is a test required to transfer to pharmacy school, has been pointed out.

With the introduction of the integrated 6 year system, universities can freely choose between 2+4 years and 6 years. But it is a general assessment that the introduction of new system likely means a 6 year transition. It is because there is a strong support for the 6 year system throughout the pharmacy field. Experts also expect that the 2 + 4 year system will completely disappear in the long run, and the pharmacy school national wide will adopt a 6 year system.


  

Four Requirements for the Integrated 6year System


Nevertheless, it is not without variables. Critics point out that the four requirements of the regulation on the operation of universities can block the implementation of the six-year system. This is because pharmacists must meet the four basic requirements of faculty, university area, buildings, and profit-making in order to implant a six-year system. Colleges of pharmacy that do not meet the requirements are not eligible for a six-year system. Universities seeking to establish new pharmacy school may prepare ahead of time, but they cannot be completely free from the problem of cost. If the existing colleges of pharmacy also do not meet the requirements, it should stay in the 2+4-year system.

The four requirements are a problem caused by the increased number of students. Currently the in 2+4 year system, students spend two years in different major and then they enter pharmacy school. The number of students enrolled at pharmacy school with 2+4 year system is about the same as the number of students in 4 years system because the education in pharmacy shool only is four years based also in 2+4 year system. On the other hand, the integrated six-year system is a problematic since all six-year education is conducted in pharmacy school, resulting in a 1.5 fold increase in the number of students.

The rules in operation of universities require each department to meet different requirements. The number of students per one professor and the size of university per student should be over certain level. As number of student increases, level of requirements will inevitably set higher. Student-faculty ration cannot exceed 20. Those who barely met the requirements of the current two-and-four-year system can choose a six-year system only when they meet the requirements through hiring new professors. The same applies to other 3 of 4 requirements.

Increased college entrance capacity can also be a problem. Even though the enrollment capacity in pharmacy school increases by 1.5 times, the total enrollment does not increase, which means university must adjust the enrollment quota of the other majors in order to implement 6 year system in pharmacy school.
